Extract from the Rules of Procedure of the Committee for Astronomy of the Polish Academy of Sciences

Adopted at the plenary meeting of the Committee

on 18 December 2020 [Resolution no. 1/2020].


§ 1

These Rules of Procedure of the Committee on Astronomy of the Polish Academy of Sciences, hereinafter referred to as the "Committee", were adopted at the plenary meeting of the Committee on 18 December 2020 [Resolution No. 1/2020] and approved by Prof. Paweł Rowiński, Vice-President of the Polish Academy of Sciences on 12 January 2021. The Committee operates at the Division III of the Polish Academy of Sciences.

§ 2

The Committee's scope of activity covers the sciences and natural sciences. The Committee is a self-governing representation of the discipline of astronomy serving to integrate scientists from all over the country.

§ 3

The tasks of the Committee - in addition to the tasks indicated in Article 36, paragraph 1 of the Act of 30 April 2010 on the Polish Academy of Sciences (Journal of Laws of 2019, item 1183, 1655, 2227, of 2020, item 695, 1086) - include undertaking all activities that serve the development of astronomy and the use of their achievements for the benefit of the country, in particular:

  1. organizing debates, discussions, and scientific conferences on important problems of astronomy or related scientific disciplines;
  2. preparing analyses, expert opinions, assessments of the state of science, and scientific forecasts. and to express opinions on the scientific policy of the state, in particular on the directions of development and research priorities in astronomy;
  3. giving an opinion on Polish scientific policy regarding apparatus and space projects and observatories for astronomy;
  4. carrying out assessments of the state of development and needs of astronomy or related scientific disciplines and institutions, on the Committee's own initiative or at the request of one of the Academy's bodies;
  5. cooperating with governmental bodies, in particular with the ministries responsible for science and higher education and education, on matters concerning assessments of the status, level, research priorities,
  6. to cooperate in the dissemination of research results, scientific papers, debates, discussions, and conferences, and to introduce into social and economic practice the results of research in the discipline of astronomy represented on the Committee; to this end, to organize, inter alia, discussions and scientific conferences;
  7. analyzing and evaluating curricula, commenting on the training of scientific personnel, and carrying out activities to activate participation in the scientific life of the country and to ensure the development of young scientists. To cooperate with the Academy's scientific bodies and institutions in supporting the development of early career researchers;
  8. to cooperate in the implementation and dissemination of the results of scientific research and development work;
  9. to ensure the visibility of Polish science in the world and to develop international cooperation;
  10. to prepare, together with other scientific committees, multidisciplinary scientific studies at the request of one of the bodies of the Academy;
  11. assessing and commenting on the level and needs of scientific publications in the field of astronomy;
  12. carrying out publishing activities, in particular applying for funds to pay the subscription to the international consortium publishing the journal Astronomy & Astrophysics, and electing a representative of Poland on the Board of Directors of Astronomy and Astrophysics;
  13. initiating and carrying out cooperation with foreign organisations and scientific centres and carrying out tasks arising from cooperation with the International Astronomical Union:

    1. co-ordinating scientific activities in Poland within the scope of co-operation with the International Astronomical Union,

    2. organising scientific conferences on issues within the scope of the scientific programmes of the International Astronomical Union,

    3. promoting the achievements of Polish science in the International Astronomical Union forum and disseminating the International Astronomical Union's programme of activities in Poland,

    4. proposing the participation and composition of official delegations to the General Assembly, congresses, and scientific conferences organized under the auspices of the International Astronomical Union,
    5. nominating representatives of Polish science to the authorities of the International Astronomical Union,

    6. giving an opinion on candidates' candidature for membership of the International Astronomical Union;

  14. giving its opinion on candidates for correspondent members of the Polish Academy of Sciences in the field of astronomy;
  15. submitting and giving its opinion on applications for scientific prizes in astronomy;
  16. cooperation with specialist scientific societies in the field of astronomy;
  17. Patronage of conferences and seminars;

§ 4

The Committee acts as the national committee of the International Astronomical Union.
